To qualify, students must receive an acceptance letter from a designated learning institution (DLI) in Canada and prove French language proficiency at level 5 or higher on the Niveaux de compétence linguistique canadiens (NCLC) scale. Additionally, over 50% of their classes must be taught in French, ensuring a strong connection to Francophone culture.

Canadian Government Expanding Welcoming Francophone Communities Across Canada
In a move to further support French-speaking newcomers, 10 new communities have been added to the Welcoming Francophone Communities (WFC) initiative, bringing the total to 24. These communities, such as Nanaimo in British Columbia and Prince Albert in Saskatchewan, have been selected for their potential to provide a welcoming environment for Francophone immigrants, fostering vibrant and inclusive local cultures.
