New Strategy For Economic Immigration
In order to overcome labour shortages, Quebec launched three long-term economic immigration pilot programmes that will remain effective from November 23, 2023, to December 31, 2024. These would include programmes for the following:
- Food Processing Workers: 600 applications
- Orderlies: 600 applications
- Workers in AI, IT and Visual Sectors: 700 applications
Mark the date, as these initiatives will conclude on January 1, 2026.
Additional Language Requirements
Note that French proficiency is mandatory for all of Quebec’s economic immigration programmes. Here are the proficiency levels required for the programmes:
- Quebec Regular Skilled Worker Programme (QSWP): minimum level 7 spoken French proficiency
- Quebec Experience Programme (PEQ): minimum level 7 spoken French proficiency. PEQ also requires a level 5 proficiency in written French.
If you intend to include your spouse, then remember that this new criteria for language extends to spouses as well. Your spouse will be required to have level 4 oral French proficiency.
Furthermore, from November 29, the Quebec Regular Skilled Worker Programme (QSWP) will be replaced by the Qualified Worker Selection Programme (QWSP).
Alterations in Family Sponsorships
According to this change, those who intend to sponsor families aged 18 – 55 through the family sponsorship programmes must prepare a welcome and integration plan, including the following:
- Supporting the new immigrants as they adjust to Quebec life
- Support in accessing public services
- Support in learning French
Revisions For Business Immigration Stream
French proficiency will be mandatory for all business streams starting January 1, 2024. This includes the following:
- Investor
- Self-Employed and Entrepreneur Programmes
These changes accompany additional residency and work permit requirements.
Unique Immigration Stand of Quebec
Quebec possesses significant immigration freedom under the Quebec-Canada Accord. With a prime focus on economic immigration, the province of Quebec aims to welcome the following number of immigrants:
- 49,500 immigrants in 2023
- 50,000 immigrants in 2024 and 2025
It is also expected that about 32,000 skilled foreign workers will come annually from 2023 to 2025. However, Quebec focuses on Francophone immigration throughout Canada.
