IRCC’s Immigration Minister, Marc Miller, declared that he guided the immigration department to review the IRCC programs that align foreign workers with labor market needs. He added that Canada will set annual targets for temporary residents for the first time in the fall of 2023, similar to the annual setup for permanent residents. This update was provided on March 21, 2024, announcing reforms on Canada’s temporary resident levels.

Miller will call a meeting with provincial counterparts to lay out annual targets depicting the number of temporary residents enabled to enter Canada. He also declared that they would have an increased number of domestic immigration draws and would encourage their provincial counterparts to act the same way to convert temporary residents to permanent ones.

Moreover, IRCC focuses on lowering the number of temporary residents by 5% over the upcoming three years as a starting point. After consulting with the territorial and provincial counterparts to plan the annual level, they will confirm this number in the fall.
Multiple amendments to the Canadian Temporary Foreign Worker Program (TFWP) have been launched. It includes limiting the new LMIA validity to 6 months from 12 months, effective May 1, 2024, excluding those employers participating in the Recognised Employer Pilot Program (REP).

Furthermore, the workforce coming via the TFWP under the low-wage stream is reduced from 30% to 20% for all the employers spotted in the 2022 workforce solution roadmap.
However, this new TFWP initiative exempts the healthcare and construction sectors until August 31, 2024.
The agriculture sector employers are also excluded from this new TFWP measure.
