On December 4, 2023, a strategy to restrain immigration abuse and limit net migration was declared by the Prime Minister and Home Secretary. Besides the already introduced package to limit student dependents, this strategy is anticipated to cut back on 300,000 people who would have been initially eligible under last year’s rules but not anymore this year.

Some of the initiatives from that package are also included in these changes, namely:
- Prohibiting the dependants of overseas care workers and senior care workers to the UK.
- Necessitating the registration of care providers intending to sponsor migrants by the Care Quality Commission (CQC).

While addressing serious concerns about high levels of non-compliance and worker exploitation and abuse within the adult social care sector—particularly for foreign workers employed in care occupations—these measures will ensure that we continue to protect our NHS and social care systems.
Good news for care workers and senior care workers already on the route! They can now settle by extending their permission with the same sponsor, as the CQC regulation requirement does not apply to them. Moreover, they will be enabled to bring dependants, including conditions of change in their sponsorship due to job changes, provided the sponsor meets the CQC regulation requirement.

The changes were put forward to the Immigration Rules on February 19, 2024.
Furthermore, on February 19, 2024, the Ukraine Family Scheme will be closed, and a single out-of-country route will be available for Ukrainians to enter the UK under HFU. Finally, all other changes will be effective on March 11, 2024,
