Quebec Imposes Cap on Family Sponsorship Applications

Starting June 26, 2024, Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration will implement a cap on family sponsorship applications. This new regulation will be in effect until June 25, 2026, and aims to manage the number of family sponsorships in the province.

New Cap on Family Sponsorship Applications

Quebec has set a limit of 13,000 family sponsorship applications.

  • 10,400 applications for spouses, common-law partners, and dependent children aged 18 and up.
  • 2,600 applications for parents, grandparents, and other eligible relatives.

Once these caps are reached, the Ministère will stop accepting applications for the remainder of the period.

Exemptions from the Cap

Certain categories are exempt from this cap.

  • A sponsor’s dependent minor child.
  • Minor children the sponsor wishes to adopt.
  • Orphaned minor children of the sponsor’s siblings, nephews, nieces, or grandchildren.
  • A sponsor’s adult child who is dependent due to a disability.

To qualify for these exemptions, the person being sponsored cannot be married or in a common-law relationship.

Additional Provisions

The cap does not restrict applications to add a dependent to an already submitted application or to a person awaiting permanent residency after an approved application. The Ministère will announce when the cap is reached, and any non-exempt applications received afterward will be returned without processing or charging fees.
