These changes are designed to enhance oversight and streamline the application process, ensuring a more robust framework for students and the Canadian government alike.

Enhanced Verification with Attestation Letters

Starting January 22, 2024, all study permit applications will require an additional attestation letter from the respective province or territory. This new requirement aims to tighten the verification process and foster better coordination between federal and provincial authorities. The process for issuing these letters is expected to be finalized by March 31, 2024, with updates to be provided by Immigration, Refugees, and Citizenship Canada (IRCC).

Revised Post-Graduation Work Permit (PGWP) Eligibility

Significant changes are coming to the Post-Graduation Work Permit Program effective September 1, 2024. Notably, students enrolled in programs under a curriculum licensing arrangement will no longer qualify for a PGWP. Conversely, graduates from master’s degree programs will now be eligible for a 3-year work permit, enhancing their ability to gain relevant Canadian work experience and transition to permanent residency.

Restrictions on Open Work Permits for Spouses of International Students

The availability of open work permits for spouses of international students will also see adjustments. From 2024, only spouses of students pursuing master’s and doctoral degrees will be eligible for open work permits. This change restricts access for spouses of students in undergraduate and college programs, aiming to focus benefits on high-skilled immigration sectors.
